Our mission

Consolidation of governmental and business efforts as well as efforts of academic communities and the society to elaborate a set of optimal measures to spur economic growth and improve living standards.

Russia should switch from the economic model based on export of raw materials to the competitive economic model based on development of small and medium enterprises, improvement of labor productivity in the modern private sector, new digital economy and well-functioning social sector.

Economic uncertainty is the main factor, preventing our economy from growth.

What we need is certainty in social and economic policy:

Every individual should have an opportunity to make long-term plans, such as: where to work after graduation, how to raise children, how to ensure retirement with dignity?
Investors should be able to predict for many years ahead how the rules of the game will evolve: tax rates, cadastral values, prices of energy resources, loan interest rates, business requirements from supervisory authorities, stability of legislation.
Civil servants should be aware of their spheres of responsibility and be oriented to results rather than bureaucratic procedures. They should understand their goals, which are based on nationwide priorities and objectives set forth in the country’s development Strategy. It is unacceptable for any public entity to fulfill its own objectives to the detriment of country’s social and economic development.

History of the Institute

2016

Growth Economics Institute P.A. Stolypin was founded in 2016. When creating the institute, broad analytical developments of Delovaya Rossiya and the Stolypin Club economic discussion platform were used, which brought together key experts in Russia, entrepreneurs, and social activists under the auspices of reforming the economic model in Russia.

2017

The medium-term program of socio-economic development of Russia until 2025 "Growth Strategy" was presented, which was developed on behalf of the President of Russia. Work on the growth strategy continued in the next work, Roadmap for the Sustainable Growth of the Non-Resource Sector of the Russian Economy, which was prepared by 800 experts at the Analytical Center of the Government of the Russian Federation.

2018

In 2018, the Institute organized the first Stolypin Forum, which has since become an annual event.

2021

In 2021, the head of the Supervisory Board of the Institute for Growth Economics named after. P.A. Stolypin became an entrepreneur, public figure Oleg Deripaska.

2022

In 2022, the Institute’s work plans include holding the 5th anniversary Stolypin Forum, continuing work on the formation of effective initiatives to create a new economic model of Russia based on modern management principles, private initiative, the growth of high-tech and non-primary business, de-shadowing SMEs and reducing the raw material dependencies.

Our principles

All our studies reflect not just the view of academics and experts, but also the view of the business community. This allows us to develop documents that can be put into practice.

An integral part of our research is holding public discussions, collecting feedback and making adjustments based on received information.

In our research we not just rely on data from traditional statistical bases, but also use data from administrated systems (such as Federal Tax Service, Unified State Register of Taxpayers, legal statistics etc.). This enables us to make more accurate evaluation of real situation in the economy and society.

The focus of research

In the economic sphere:

Increasing labor productivity, raising employment efficiency and creating high-productivity workplaces;
Comprehensive development of territories;
Changing the course of monetary policy – turning to the objective of economic growth, targeting higher rate of GDP growth;
Increasing availability of credit to small and medium enterprises;
Developing modern project and trade financing models;
Increasing efficiency of development institutes;
Stimulation of domestic demand;
Creating conditions for growth in competitiveness of Russian export-oriented companies;
Transition to a new structure of smart taxes stimulating economic growth;
Reforming the tariff-setting system in infrastructure monopolies;
Supporting territorial cluster development programs.

To conduct judicial reform;
Reducing criminal pressure on business;
Reducing administrative pressure on business.

In the sphere of governance/management:

Creation of a reform headquarters, separation of development management from current functioning management;
Collecting, analyzing and administrating big data;
Developing the system of incentives inducing municipalities to create conditions for economic growth;
Development of strategic forecasting and indicative planning systems;
Development of project management systems.
